Project Formulation


GENERAL


  • P.C.C.F., vide his order no. 1349 dated 30.12.2003 had first constituted Project Formulation & Monitoring Section.
  • Further, Project Formulation wing was formally constituted vide notification dated 23rd January 2006 by Ministry of Environment & Forests G.O.I.
  • Specific mandate for the wing is not yet decided.
  • As prevalent in other states, preparation of project for International/National level financial assistance, as well as under specific budget provision of the state government on livelihood options based on natural resource along with conservation & development of the forests both inside as well as outside the forest areas along with its implementation can be set as the

STRATEGY FOR PROJECT PREPARATION


A three member committee is constituted vide order no.pf /01, dated 22-01-2011 by the P.C.C.F. consisting of following officers:-

  • Dr. J. K. Upadhyay ,  IFS, Addl. P C C F (Development/planning) 
  • Shri Pratap Singh  , IFS, C C F (Research/Extension) 
  • Shri. S.C. Agrawal , IFS, C C F (Project formulation) 

The Committee had the discussions on 07-02-2011 & 07-04-2011 respectively on the    subject of Preparation of innovative employment & livelihood oriented projects on Conservation/ Development of forests inside/outside forest area & resorted to following strategy :- 

  • Some districts in Chhattisgarh State are forest surplus where as some districts are forest deficient on the basis of national average. There fore following broad topics are identified for project’s preparation :-

         (A)  Project for Conservation/Development of forests in forest surplus districts.

         (B)  Rural fuel wood/fodder/Agro forestry project in forest deficient districts.

RECOMMENDATIONS FOR PROJECT PREPARATION


The committee has made following recommendations:-Provision of Staff:-

  1. Provision of Experienced field forest officers (ACF/Rangers) is must. 
  2. Appointment of Technical Assistants on contract with MBA/M.Sc. (forestry) background is must. 

Provision of Budget:-

            Provision of Budget In 2011-12 Financial year for field survey & Collection of data in two Divisions on experimental basis with the help of Research Institutes /Forest Divisions:-

  • @ Rs. 4.00 Lakh  per Division = Rs  8  Lakh 
  • Remunerations to the technical staff & contingency expenses= 2 lakh ( Total amount 10 lakh) 

These recommendations were submitted to the PCCF on 20th April, 2011.  PCCF has turned down the recommendations & has instructed to call for the relevant informations from the Conservators /D.F.O.s.

CONCEPT NOTE ON PROPOSED PROJECT FOR CHHATTISGARH

A pilot project is proposed on the subject of Demonstrative Natural Resource Management and Livelihood Promotion in Forest Regions of Chhattisgarh.   

A – Project duration – 3 years

B – Project Area – 10 selected districts with strong J.F.M. network.

C – Targeted beneficiaries – 100000 families engaged in N.W.F.P. collection in nearly

       3000 J .F .M . committees. 

D- Cost of the project - 22.30 Crores

There is a provision of Rs. 50 Crores in the CAMPA VISION DRAFT 2020 for Environmental Plantations /Roadside/Shelterbed /Fuel wood and Urban Plantations.
