Vigilance & Complaint section of Principal Chief Conservator of Forest Office mainly deals with the disposal of complaints received in the department. In this section complaints are received from different sources like Hon. Chief Minister’s Residence, Hon. Chief Minister’s Secretariat, Government, Economic Offence and Anti-Corruption Bureau, Hon. Chief Minister’s Jandarshan, Online applications in “CPGRAMS” Web portal of Govt. of India, P.G.N., Lok Ayog and directly from complainants. Enquiry officer is nominated for enquiry of complaints and enquiry report sent by him is analyzed in this section. The complaints found baseless and false are filed and the complaints found true, the responsibility is fixed on the responsible person and proposal for disciplinary action is sent to the competent officer. 

The procedure of disposal of complaints received from different sources is is as under –

  1. Cases received from Hon. Chief Minister’s Residence – Office of the Hon. Chief Minister’s Residence sends the applications to PCCF Office, which are related to forest department, after analyzing and giving application no. (ID). These applications are marked by PCCF to this section for disposal, which deals with the enquiry and disposal of such applications received from PCCF. The office of Hon. Chief Minister’s Residence is informed by this section, about the findings of enquiry and action taken for disposed of the aforesaid applications.

  2. Cases received from Hon. Chief Minister’s Secretariat  – The secretariat of the Hon. Chief Minister sends the applications to PCCF Office which are related to forest department, after analyzing and giving application No. (ID) These application are marked by PCCF to this section for disposal, which deals with the enquiry and disposal of such applications received from PCCF. The office of Hon. Chief Minister’s Secretariat is informed by this section, about the findings of enquiry and action taken for disposed of the aforesaid applications.

  3. Cases received from the Government  – The state Govt. sends the applications to PCCF Office which are related to forest department, after analyzing and giving application no. (ID). These application are marked by PCCF to this section for disposal, which deals with the enquiry and disposal of such applications received from PCCF. The Govt. is informed by this section, about the findings of enquiry and action taken for disposed of the aforesaid applications. 

  4. Hon. Chief Minister’s Jandarshan Applications - Office of the Hon. Chief Minister sends the applications received during Hon. Chief Minister’s Jandarshan Progaramme to PCCF Office which are  related to forest department, after marking Token no. on them. The details of applications received in Jandarshan are available in the website www.cgjandarshan.gov.in. The received applications are dealt with by this section and details of findings are communicated to the applicant and also uploaded in the website www.cgjandarshan.gov.in 

  5. PGN (Public Grievance Number) Cases – The General Administration Department sends the received applications to PCCF Office which are related to forest department, after giving PGN no. (Public Grievance Number). This section sends PGN Cases for enquiry and after the enquiry is completed, the Complaint Redressal Cell of GAD is sent an appraisal of the finding’s detail and action taken, by this section.

  6. Lok Ayog Cases - Honorable CG Lok Ayog sends the applications to Forest department or PCCF office which are related to forest department, after giving the case No. This section deals with the enquiry of such complaints and Hon. Lok Ayog is informed about the enquiry reports with result, which takes the final decision.

  7. E.O.W. and A.C.B. Cases - E.O.W. and A.C.B. enquire themselves in serious complaints and rest are sent to Forest department or PCCF office. Which are then get enquired through this section and enquiry report is sent to EOW or ACB for further action, as the case may be.

  8. Cases Directly Received in the Department - Complaints/Applications are also received directly to Forest department and PCCF office. Applications thus received are get enquired by this section and enquiry report is sent to Department or PCCF for further action, as the case may be. The complaints found baseless and false are filed and the complaints found true, the responsibility is fixed on the responsible person and necessary action is taken.

  9. Application Received Online from CPGRAMS Web Portal of Govt. of India - CPGRAMS web portal of Govt. of India is a facility to the citizen of country for making online complaints against the Govt. Organizations. Monitoring of the complaints, uploaded in this website, is done by Govt. of India.Applications related to the Forest department, are sent by the Govt. to PCCF office for disposal, through Forest department, after giving Registration no. and date. Applications are also received online from web portal. Details of application is available in website http;//pgportal.gov.in (CPGRAMS).

    Applications thus received are dealt with by this section and after disposal the Forest Department, Govt. of C.G. is informed about the result, which is also uploaded in the website. Besides this, the section also does the hearing of first appeal cases, received under the provisions of Right to Information Act. C.C.F.(Vigilance/ Complaints) is first appellate authority, under the provisions of this Act, for the office of PCCF C.G. and also for the offices of six Chief Conservator of Forests (Territorial). Applications of First appeal received against the public information officer of these offices are sent to this section which are heard and disposed off by this section as per the provisions of Right to Information Act
